

Activities of the Improving ATS Data and Information Systems project
are intended to (1) assist in the development of national
drug data collection networks for eight countries
participating in the project, and (2) collect and
disseminate ATS-related data and information from
East Asia and the Pacific. Below is a brief summary
of future and past project activities.

August 2007 Regional ATS Forum - Responding to the Threat, held 29-31 August in Manila, Philippines. The event was the closing forum for project F97 – Improving ATS Data and Information Systems in East Asia and the Pacific, and sought to outline the need for future responses to the threat posed by synthetic drugs. Attending the forum were heads and deputy heads of national drug control agencies from across ASEAN and China, UNODC RC representative Mr. Akira Fujino and UNODC RC regional project coordinators whose focus was on ATS. December 2006 Dangerous Drugs Board of the Philippines (DDB) convened a meeting of the multi agency Integrated Drug Abuse Data and Information Network (IDADIN) in Manila to review progress in collecting data through the network, agree on ways to improve data collection and sharing, share recent information / developments and experiences between agencies, and plan for future data collection activities. download (2.73 mb)

December 2006 National Authority for Combating Drugs Cambodia (NACD) convened a national meeting of Provincial Drug Control Committees (PDCC) in Phnom Penh to review progress in developing the PDCC network, share data and experiences and plan for future expansion of the network to additional provinces.

December 2006 UNODC project Development of Community-Based Drug Abuse Counselling, Treatment and Rehabilitation Services in Cambodia (H83) convened the project inception meeting in Phnom Penh to review the project design and plan for future activities including the collection of treatment data.
December 2006 Lao Commission for Drug Control (LCDC) completed a review of the PCDC network and analysed drug information collected by the network. download (1.16mb) October 2006 Lao Commission for Drug Control (LCDC) completed a review to analyze drug information collected by the national drug data collection network.
3-5 October 2006 Forth annual Regional ATS Data Workshop for the Improving ATS Data and Information Systems project was held in Chiang Mai Thailand. The workshop provided an opportunity for countries to: exchange information on the status of national project activities contributing to the development of national data systems; share current ATS information; and receive training on survey technologies and the use of key informants.

Presentation and evaluation of IDADIN data collected in 2005 was conducted and agreement on reporting format for IDADIN was be established. download (75 kb) 9 December 2005 National Authority for Combating Drugs Cambodia (NACD) held a national meeting of Provincial Drug Control Committees (PDCC) in Phnom Penh. Presentation and evaluation of data collected in 2005 was conducted with the aim of facilitating the expansion of the provincial data collection system to include a total of 18 provinces. download (346 kb) 21-23 November 2005 Third annual Regional ATS Data Workshop for the Improving ATS Data and Information Systems project was held in Bangkok. The workshop aim was, inter alia, to review and exchange information on the current status of country based project activities, review and update national counterparts on progress in the regional workplan, provide training for ATS Networker database software, and highlight practical examples from the region of the use of drug data for policy and programme development. download (5.7 mb) November 2005 National Narcotics Board of Indonesia (BNN) published a report of national drug abuse data gathered through the national drug data surveillance system established with the support of the Improving ATS Data and Information Systems project download (2.23 KB). 18-20 October 2005 ACCORD Second International Congress in Beijing China featured a presentation of DAINAP and the steps countries in Asia Pacific have taken to collect and disseminate drug related data and information. A special session on the growing regional ATS problem and appropriate responses resulted in a the 'ATS Initiative' download (doc 78 KB).
September 2005 NACD Cambodia publishes Analysis of July - December 2004 Cambodian Provincial Drug Control Comittie Data download (346 KB) August 2005 Lao Commission for Drug Control (LCDC) releases a plan for management of their national drug data network. Establishing the LCDC Drug Information System download (1.9 MB) 24-25 August 2005 ACCORD Pillar III Task Force in Bali Indonesia featured a presentation of the National Narcotics Board (BNN) Indonesia drug information network and related drug data. DAINAP law enforcement data to the end of the first quarter of 2005 was also presented along with a DAINAP 'report card'. 4-5 August 2005 ACCORD Pillar II Task Force in Cebu Philippines featured a presentation of the Dangerous Drugs Board (DDB) Philippines IDADIN system and related drug data. follow-up training workshop was held in Vientiane,
Lao PDR by LCDC for the development of the national
data collection network. May

held in Bangkok, Thailand by UNODC to provide training
on the Drug Abuse Information Network for Asia and
the Pacific (DAINAP). May
2005 F97 staff
met with project participants to revise and update
national workplans. In addition, ATS Networker software,
including Data Source Tracking System (DSTS) and ATS
Data Tracker (ADT), was distributed to the project

organized by the Lao National Commission for Drug
Control and Supervision (LCDC) was held in Savannakhet,
Lao PDR to provide training for the implementation
of a national data collection network based on forms

January 2005 Regional Data Collection Work
Group Meeting was held Kuala Lumpur, Malaysia. The
meeting agenda included introduction of the Drug Abuse
Information Network for Asia and the Pacific (DAINAP) for approval
by participating countries in the region. The draft
DAINAP was presented to the delegates, with UNODC
to finalize the design and implementation of the system.

December 2004 Dangerous Drugs Board (DDB)
Philippines convenes evaluation meeting for the IDADIN
in Mandaluyong City. Outputs include: a presentation
and evaluation of the Integrated Drug Abuse Data and
Information Network (IDADIN) data and the implications
to the demand and supply reduction efforts of DDB;
orientation on revised IDADIN reporting forms; and
discussion and agreement on how to overcome problems
experienced in IDADIN data reporting. To read a report

Dangerous Drugs Board (DDB) of the Philippines
convenes meeting of the Integrated Drug Abuse
Data and Information Network (IDADIN)
26 November 2004 Deadline for submission of 2004 RAQ. 22
November 2004 NACD Cambodia held a meeting
in Phnom Penh with PDCCs from Kompong Cham, Svay Rieng,
Kratie and Stung Treng to expand the NACD drug data
reporting system into three additional provinces.
The delegation from Kompong Cham, a province which
has already initiated its data collection network,
attended the meeting to assist the three provinces
in establishing their data collection networks. Meeting
activities included training exercises on data form
completion and establishment of reporting schedules.
In addition, Computer Based Training (CBT) materials
on Drug Identification were presented to the delegations
for comments and suggestions prior to nation-wide
distribution.

The map indicates the provinces currently participating
in the ATS data collection network in Cambodia (provinces
outlined in black) and the expansion of the network
to three additional provinces: Svay Rieng, Kratie
and Stung Treng (outlined in red). Note that the
Mekong River, a major drug trafficking route, runs
through Kratie, Stung Treng, and Kampong Cham.

NACD training meeting for the expansion of Cambodia

September 2004 NACD Cambodia convenes an
evaluation meeting in Sihanoukville for the drug data
reporting system established in November 2003 with
9 PDCCs. Outputs include a review of standardized
data reporting forms and schedules, and a commitment
to expand the system to additional provinces. 1-4
September 2004 CCDAC Myanmar together with
the UNODCC Technical Coordination Unit (TCU) convenes
a training course in Yangon for the Drug Abuse Data
Collection System comprised of 11 sentinel sites based
in CCDAC offices. Outputs include distribution of
computer systems, training on data collection and
management, and standardized data reporting forms

Sentinel sites selected for drug abuse data collection
system. Provincial offices of the Central Committee
for Drug Abuse Control (CCDAC) collect drug control
data in "high risk" border townships and
districts with major drug treatment centres and
submit it monthly to the national CCDAC office.

August 2004 The second annual Regional ATS
Update meeting for project AD/RAS/01/F97 was held
in Beijing, China. Based on presentations made by
the national narcotics agencies, a report Regional
ATS Update and Training Meeting - Final Report (1.90MB) PDF was produced
to provide an update of the regional and national
drug situations of the eight countries participating
in the project (Cambodia, China, Indonesia, Lao PDR,
Myanmar, Philippines, Thailand, and Vietnam). The
report also includes a summary of training for the
2004 RAQ, a new UNODC project (GLO/H44) and an introduction
to drug terminology. 28

the results of his study to assess the feasibility
of establishing an expanded ATS Clearinghouse focusing

May 2004 CCDAC (Central Committee for Drug
Abuse Control) Myanmar convenes a Myanmar Data Network
Meeting on Data Collection, Management and Reporting
in Yangon to establish a new drug data reporting system.
Participants include law enforcement and health staff
from various States and Divisions in Myanmar. Outputs
include standardized data reporting forms and schedules. 
Data Collection Network Development Meeting in Myanmar 29-30
April 2004 LCDC (Lao National Commssion for
Drug Control and Supervision) Lao PDR convenes a meeting
of 10 Provincial Committees for Drug Control in Napakouang
to establish a new drug data reporting system. Outputs
include draft data reporting forms and schedules to
be approved by the Lao PDR Cabinet. Training

19 April 2004 The submitted Regional ATS Questionnaires
were analyzed and the results posted on the website.
The analysis was also published by the UNODC Regional

April 2004 SODC (Standing Office for Drug
Control) Vietnam convenes a meeting of Provincial
Steering Boards of AIDS, Drug and Prostitution Control,
and other drug data sources in Hanoi to establish
a new national drug data network. Outputs include

December 2003 The completed annual Regional
ATS Questionnaire was submitted by twelve participating
countries (the eight participating countries in the
project and Brunei Darussalam, Japan, Malaysia, and

Data Collection Network Meeting in Cambodia 18-20
August 2003 UNODC Regional Centre for East
Asia and the Pacific convened the first annual Regional
Update and Training Meeting for project AD/RAS/01/F97
in Bangkok, Thailand. The purpose of the meeting was
to update national development workplans to develop
infrastructure to better understand patterns of ATS
in the region and for exchanging data pertinent to
ATS control and abuse prevention. Meeting

July 2003 DDB Philippines convenes the inception
meeting for the IDADIN in Manila. Outputs include
identification of data sources and analysis of the

initiates an implementation and planning meeting for
the Integrated Drug Abuse Data and Information Network
(IDADIN) bringing together drug data sources in Manila. June

launched to facilitate the sharing of ATS-related

(3) discuss the information and resources required
